Regarding the size and composition of the program: One key source of uncertainty is political. Overall, there appear to be good reasons for the Fed to remain cautious about incorporating a major new fiscal expansion into the economic outlook, and thus anticipating more-rapid increases in short-term interest rates than previously projected.
